T-Beam SUPREME - Charging battery when off

Will the T-Beam SUPREME charge the battery from the USB when the device is turned off or do it need to be turned on to charge?

@luffe LilyGO products...generally yes, they charge all the time while plugged in to USB.
You should conduct a simple test with your actual unit, as the documentation is very sparse.
(I could not find a schematic for your board)
